This stretches parts of images so there's a streak effect.

1 First, get an image that you want to create with a streak effect. i used this image [click!]
2 Open up a NEW image with the size 350 x 450 and fill it with the background color of your choice.
3 Go to your image that you want to create a stretch of, and press Ctrl + A to select all of it.
4 Copy it and paste it into the new image you just created. [do not merge the layers]

5 With your image layer you just pasted, go to layer, duplicate layer.
6 Using top layer of the spike [save the bottom one just in case], create a 1px selection. to do this, click down on the marquee tool and choose single column marquee tool or single row marquee tool. put it on any place you want over the image ^^


7 Press CTRL + T so you can transform it


8 Stretch the selection to the ends of your canvas..
